| The government quality award has become an important means to improve and enhance quality management in various regions in China.It has achieved remarkable results in improving the economic benefits of enterprises(organizations)and the overall quality of the region.Daying County attaches great importance to the guiding and incentive role of the government quality award,but the actual effect is not ideal.As the government quality award belongs to the public goods provided by the government,this paper takes the Daying county government quality award as the research object to study and analyze the role orientation of the government.Based on the government role orientation,this paper first summarizes the research situation at home and abroad and the research ideas of this paper,synthesizes the related theories of Government Quality Award,Public Management Service Theory,quasi-public products and government role orientation,through a brief review of the development of domestic government quality awards,it is considered that the government plays an important role in it.Secondly,by using the methods of literature study,Case Analysis,interview and Comparative Study,the author defines the implementing subject from the perspective of organizational framework,and summarizes the current role orientation according to the situation of performance Starting with the key point of the risk existing in the implementing subject,this paper analyzes the role positioning conflict and the causes.Although the government positions its role as a provider of public goods,a regulator of stakeholders,a guardian of public order and a promoter of information dissemination,however,due to some reasons,such as the deviation of cognition,the limitation of team building and the weak attraction of policy,the government role orientation has some conflicts such as offside,vacancy and dislocation.Finally,by referring to the successful experience of Qingbaijiang District and Chuanshan district government quality award,this paper puts forward reference suggestions from the three roles of comprehensively constructing the leader,fully improving the service provider and comprehensively implementing the supervisor.This paper discusses the problems and difficulties in the implementation of the government quality award from the county level,which is different from the national,provincial and municipal level.This paper discusses the role of the government in the government quality award from the perspective of public management,and intersects the research contents of public management and government quality award. |
