A Study Of “personalized Governance”: Problems And Countermeasures

In China’s increasingly diversified social and system background,there is a unique phenomenon of "personalized governance" in Chinese politics. A group of "personality officials" dare to break through the traditional models of governance,be brave enough to show their views and take bold governance initiatives,pursue reforms,develop economy,and innovate official administration,who gain widespread social concern with their unique personality and iron-handed policy style.Firstly,starting from the perspective of institutional environment,this paper introduced three theoretical foundations of the new system doctrine political science,constructed analysis framework of institutional environment; secondly,through combing the general path of Chinese institutional environment change since the foundation of new China,analyzed the inevitability of the “Personalized governance” phenomenon in the process of institutional change, and further concluded the diversified institutional environment that Chinese officials face currently,then pointed out that mutually influenced four main institutional logics in the diversified institutional environment,analyzed the two ways of officials group could play the subjective role to implement the "personalized" policy" in facing this institutional environment; thirdly,selected the enemy mixes again to conduct empirical research for typical cases of "Personalized governance",based on the four system logic and the two "Personalized governance" modes,their main administrative acts were classified that were promoted during the period of the main government in Kunming Yunnan,and the policy behavior was evaluated from the perspective of the institutional environment; finally,put forward control strategies of "attention to regulation and guidance" for “Personalized governance” phenomenon,and proposed prospect for the future development of "individualized administration".Anyway,this study achieved certain results in defining the phenomenon of "personalized governance",the application of new institutional theory,analyzing institutional environment,"personalized governance” approach,etc.,while the other properties- frame construction,institutional logic,case analysis and research depth should be improved further.
