Research On Related Problems Of Chinese Communist Party Inspection System

At this stage, the Chinese Communist Party(CCP)’s inspection system runs smoothly under the leadership of the CCP. Implementation of the system meets the needs of the world situation, the party situation and the country situation. It is not only a weapon of anti-corruption, the driving force of social construction healthily, but also a reflection of improving the party’s ruling capacity. In 2003, the system was determined to be one of the ten inner-party supervision system in the form of regulations. In 2009, "the CCP inspections(for trial implementation)" promulgated formally, which marked the inspections having been gradually moving to maturing stage. In 2013, the central leading group tour was officially established and began to inspect under the correct leadership of the party. Once they found problems they will report timely to superiors group, the superiors group would raise scientific and reasonable treatment options. Since the implementation of the anti-corruption system has made the outstanding achievements forming its own unique advantages, promoting the development of clean government, while the party cadres in close contact.After all, the Chinese Communist Party inspection system is a new thing, patrol work will inevitably encounter some obstacles, the theory and practice of constantly running is the only thing to make the inspection system running in a more scientific, standardized direction. In view of this, this paper introduces the problem of the origin and significance of the topic briefly, and then it carries out literature review in three different research directions of the Chinese Communist Party inspection system, the paper’s analytical framework and the research methods. The theoretical basis of the Chinese Communist Party premise inspection system are the theory of power restriction and supervision theory, theory of power controlling, four aspects rent theory, which explain the necessary development of inner-party inspection system and importance. Then the focus and the core of this study are to analyze the Chinese Communist Party inspection system’s problems and reasons. Firstly, it analyzes the reasons of four patrol enforcement bodies, incentives and motivation, the results of using the inspection mechanism, inspection teams carried out its own building analysis of the problem, along with the institutional obstacles, ability and quality system is imperfect and the external aspects of environmental problems in order to enable the inspection system is more perfect. Finally, the difficult point of this study is to improve the inspection system of the Chinese Communist Party. This paper learns the effectiveness of the Independent Commission against Corruption in New Zealand, Sweden, Singapore, and Chinese Hong Kong firstly. Then it explains the actual situation of the Communist Party of China itself in four great aspects: integrating resources to perfect the supervision mechanism and the patrolling institutionalized system, improving the system security mechanism and the working of the system, completing the inspections of long-term mechanism and strengthening the inspection team building, improving the four major aspects of constraint safeguard mechanism expounded measures with a view to promote the inspection system.
