The Difficulties And Countermeasures Of The Discipline Inspection And Supervision Institutions Of National Development Zones To Fulfill Their Supervision Responsibilities

Since the 18th National Congress of the Communist Party of China,the Party Central Committee with the lead of President Xi Jinping has made great efforts to solve its own problems with the political courage of self renovation sticking to the requirement of Strict discipline,and has been continued to open up a new situation in managing and governing the party,which contains from the theory to system and practice.With the development of national supervision system reform,the Discipline inspection and supervision are undertaking the important tasks of inner-party supervision and public officials supervision.As the number of supervision objects multiplies,and the Discipline inspection and supervision are constantly developing her ability of perform duties both in the connotation and extension dimensions.The National Development Zone is the main battleground of the national economic construction.Although it is only an agency of the government,it actually plays the function of the first level government in the management activities.At the same time,the "first trial" of the National Development Zone gives it the characteristics of project agglomeration,preferential policy agglomeration and investment agglomeration,etc.When Party and government cadres have greater power,they experience more temptations,which means higher potential risk of integrity.It becomes particularly important that how to ensure the Discipline inspection and supervision institutions of the development zones to implement their responsibility of supervision better.Based on the background of strictly overall administration of the party and heavy task of supervision on National Development Zone,this paper selects G development zone as the research object,and by analyzing the performance of Discipline inspection and supervision institutions in G Development Zone,this paper analyzes the existing problems in the process of performing their supervision responsibilities,which are mainly reflected in three aspects.First of all,in terms of supervision in the same level,it has problems like deviation in ideological recognition,lacking in supervision authority,and no-concentrate energy of supervision.Secondly,in the regard of Supervision on subordinate authorities,problems are the lack of active supervision clues,low efficiency and quality of handling letters and visits,insufficient disciplineenforcement and accountability;Thirdly,in the respect of self-supervision,there are some problems,such as the supervision status is not prominent,the internal control mechanism is imperfect,and discipline enforcement and accountability is insufficient.The main reason of these problems are as fellows.The system and mechanism of restriction are not sound enough,which is reflected in unreasonable department setting and personnel allocation,limited means of review and investigation,etc.;And the integration of supervision power is not fully,mainly manifested in the weak sense of subject responsibility and the ineffectiveness of mass supervision;The incentive education is Insufficient either,which is reflected in the lack of positive education and guidance,the short of clarification and proof for cadres,and so on.The self-construction of Discipline Inspection Commission's is not good enough,reflected in the lack of discipline enforcement ability and the gap in self-monitoring consciousness.Combined with the actual situation,this paper puts forward that the current National Development Zone discipline inspection and supervision institutions should strengthen the performance of supervision responsibility from four aspects: improving the system and mechanism construction,strengthening the supervision and restriction force,insisting on the equal emphasis of incentive and restriction,and strengthening their own construction.
