With the further development of international trade and world economic globalization, China plays a more and more important role. At the same time, the risk of exotic harmful pests is increasing, and the threat of the China’s biological security defense is becoming more and more complex. Every year a large number of dangerous pests are found and intercepted by our port in the imported animals and plants, plant products and other quarantine species. According to incomplete statistics, the number of the harmful species of pests which have constituted a significant loss in China is 162, including 107 exotic herbs,32 kinds of insects, and 23 kinds of microorganisms. Tremendous harm caused by these exotic species has already occurred to the ecological environment, agricultural production and the development of our society.This article first defines the exotic species, and then explains the theoretical foundation of the domestic biological security defense system. This paper also analyses and discusses the current situation and harm of invasion of exotic species as well as the problems existed in the laws of domestic biological security defense system and the administrative system. Chapter 3 analyses the characters of domestic biological security defense system in EU, Japan and US, and compares that with our country. It also analyses the advantages and disadvantages of various system.Finally the author takes the work unit, Taicang entry & exits Inspection and Quarantine Bureau as an example to discuss its behaviors in the establishment of the country’s biological security defense system, and further discusses the large epidemic prevention and inspection in Taicang area. It carries out the objective assessment of the entire system technology, functional design and the actual operation effects. Combining with those researches in European Union, Japan and US, it summarizes some experience and suggestions.
