With the economic and social development, people increasingly emphasis onecological environment and the protection of biodiversity, and invasive species haveconstituted on the ecological environment, economic development, and human bodyhealthy serious threats. Therefore, it is necessary for us to study and effective controlof the alien species invasion.This paper study fully invasive species in the essence and characteristic andcontrast foreign related legal system in China is discussed, on the basis of crimeprevention and control alien species invasion of legislation survey and managementsystem, and perfect our country alien species invasion legislative Suggestions.Invasive species is to point to in natural or half natural ecological system orenvironment in which to set up a population, give local ecological system orlandscape cause apparent damage or influence, change or threaten the localbiodiversity exotic species. Invasive species, not only threatens the harmful biologicaldiversity and ecological environment, and could threaten economic development mayeven harm human body health. Our country in alien species invasion presents invasivespecies loss, etc, big threat to global suffer alien species invasion is one of the mostheavily affected countries.The United States, Japan and other developed countries in prevention and controlinvasive species has accumulated relatively rich experience, have worked out byspecial legislation related strategy and rules to guide related control. Meanwhile, itsinvasive species management and coordination institution, inspection and quarantinesystem, licensing system management system are worth our reference and study.This paper puts forward prevention shall formulate a basic law of alien speciesalien species is the law of the relevant work in coordination and direction for thedevelopment of other relevant regulations formulated and provide legal basis. Thebasic principles of law, including risk prevention principle, key control principle,introducing the principle of the burden, international cooperation principle, etc. Basedon this, gradually establish risk assessment system, the introduction of licensingsystem, the inspection and quarantine system, directory and monitoring system,accountability system management system.
