With the development of economic globalization and ever-increasing international trade, China is now playing a more and more important role in world economy. However, animal and plant pest situation is becoming increasingly complicated. The introduction and spread of alien pests and diseases is threatening Chinese agriculture, ecologic environment and health of human being. Entry-exit inspection and quarantine authorities allover China detected and intercepted massive pests and diseases in imported animal, plant and their produce. It is estimated, there are 162 pests which invaded Chinese territory and caused great economic loss, including 107 herbal plants,32 pests and 23 micro-organisms. Some were introduced by travelers while others were carried within goods. These alien pests damaged Chinese ecologic environment as well as farm and forestry production.Since China is now in the critical period of social and economic development, entry-exit animal and plant quarantine is of great significance. Due to the uncertainty of alien pests, it is hard to carry out inspection and quarantine, pest treatment with current technology and facilities. To realize scientific and harmonious development, it is imperative to enhance animal and plant quarantine management, improve laboratory test and emergency handle abilities, and finally establish and implement scientific quarantine system and work mechanism.Currently, animal and plant quarantine is confronted with unprecedented opportunities and challenges. Firstly, pests break out and spread internationally. Exotic pests'invasion becomes more and more serious. Secondly, technical barriers to trade (hereinafter abbreviated as TBT) affect the rapid growth of Chinese foreign trade. Thirdly, the Communist party of China and the Chinese government lay great importance on animal and plant quarantine. That is why we must carry out strategic research on entry-exit animal and plant quarantine system with Chinese characteristics. This thesis is oriented to compare and research the entry-exit animal and plant quarantine systems between China, America, Japan and Australia from history, culture and market economy aspects. Based on the research, we put forward essential characteristics of Chinese animal and plant quarantine system.This thesis consists six chapters. ChapterⅠillustrates definitions and importance of entry-exit animal and plant quarantine. ChapterⅡintroduces development and current situation of Chinese entry-exit animal and plant quarantine system.In chapter III, chapterIV and chapter V, we compared and researched the entry-exit animal and plant quarantine systems between China, America, Japan and Australia from history, culture and market economy aspects. Last but not least, chapterⅥsummarized the essential characteristics of Chinese animal and plant quarantine system.
