Research Of The Problems Of Urban Management In Zhangqiu On The Way Of Construction Of Harmonious Society

Urban management and law enforcement, as an important part of city management, can play a positive role in dealing with various problems and maintaining the city public order etc.. The report of the 18 th Congress of the Party emphasizes that with the focus of the construction of management system of socialism with Chinese characteristics, we should accelerate the formation of a social management system with leadership of the Party committee, with the responsibility of the government, with social coordination, with public participation and with the protection of law; speed up the formation of a sustainable basic public service system led by government and covered with urban and rural areas; accelerate the formation of a modern social organization system with government’s management and the Party’s management separated, with rights and responsibilities clearly defined and with autonomy guaranteed by law; speed up the formation of the social management mechanism with the combination of source control, dynamic management and emergency treatment. At present, the very point concerned by our Party, government and the public most is the application of comprehensive law enforcement system of urban management in the construction of harmonious society. The original intention of urban management and law enforcement is consistent with the goal of a harmonious society, however, influenced by a series of subjective and objective factors, some disharmonious problems appear in urban management and law enforcement as a result, which will have great influence on the construction of harmonious society. Under this background, this paper, with the guidance of the theory of harmonious society, taking example of urban management and law enforcement of Zhangqiu City and based on the basic principle of the new public management theory and governance theory, analyzes current situation and shortcomings in law enforcement by means of literature research, comparative analysis and field interview to ascertain the cause of the problem, including lagged urban management and law enforcement system, lack of law enforcement system and legal basis, complicated law enforcement environment, the specialty of the management object, low quality of part of the urban management and law enforcement staff, lack of effective supervision mechanism and backward urban functions, which increases the difficulty of the city law enforcement. At the same time, through the comparison with foreign urban management practice and learning from each other, the current situation of urban management and law enforcement is analyzed systematically, thus putting forward the method of urban management and law enforcement in the construction of the harmonious society, in order to provide a reference for China’s urban management law enforcement work and urban management and law enforcement system reform.The innovation of this paper lies in: first, certain innovation is conducted from the perspective of research. Based on the perspective of building a harmonious society, this paper has improved the height and width of the research on urban management and law enforcement, it is a relatively new topic to do a research on urban management and law enforcement at the background of building a harmonious society. Second, some of the unharmonious phenomena in urban management law enforcement are not only because of law enforcement officials themselves, more important, resulting from deep institutional causes. This paper seeks solutions to the problem from the perspective of building a large urban management, which is one of the innovative points of this paper. Third, another innovation of this paper is to connect the city management with the building of a new countryside, proposed to manage from the source where vendors come into being, so as to promote the harmonious development of urban and rural areas. Through this study, it can provide very vivid practical materials and theoretical innovation for the construction of a harmonious society in China, and it has great significance to enrich and deepen the research of this aspect. At the same time, it can also find a solution for the current disharmony of law enforcement, straightening out the relationship to seek a feasible way to solve the contradiction.
