Research On The Urban Management Law Enforcement System Under The Background Of Deepening The Reform Of "Decentralization,Sdministration And Service"

Deepening the reform of "streamline administration,delegate powers,and improve regulation and services",and promoting the reform of the supply side of the government are important measures for the reform of the institutional mechanism of the new era.They also put forward new requirements for urban management law enforcement to be guided by decentralization,with applicability as the standard,specialization as the criterion,rely on technology and the people as the main body.Therefore,urban management is an important link in the modernization of urban governance,and it has become an inevitable trend to improve the urban management law enforcement system.Under this strategic layout,the urban management sector in Wuhan Province has made corresponding adjustments to the system design and practice mechanism: Taking institutionalization,refinement,intelligence,and diversification as the guide for action,and launching measures such as diversified governance,refined governance,and smart cities in order to improve administrative efficiency and improve service quality.To this end,this paper uses the research methods such as comparative analysis,case analysis,and literature research,based on the development history of Wuhan’s urban management law enforcement system,analyzes the problems of urban management law enforcement system in Wuhan,such as the weak foundation of the rule of law,the inadequate smart methods,the intensified awareness of co-governance by urban management law enforcement agencies,and the lack of initiative of co-government subjects to participate in urban governance.Based on the law enforcement concept of“standardization is the prerequisite for refinement” put forward by Beijing Urban Management,the urban management service outsourcing model established by Shenzhen Urban Management,and Zhejiang Urban Management’s performance evaluation of smart urban management systems and other advanced urban management experience,combining with the actual conditions of Wuhan,this paper puts forward the realization path of perfecting the urban management law enforcement system in Wuhan: Improve relevant laws and regulations,create a new pattern of smart urban management,improve the self-construction of law enforcement agencies,and explore co-governance relationships in a diverse society.We must always adhere to the law enforcement concept of "rule of law is the foundation,co-governance is the state,and wisdom is the means",and continue to promote the construction of "rule of law urban management","co-government urban management" and "smart urban management",in order to provide a reference for perfecting the urban management law enforcement system in Wuhan.
