In order to solving the financing problems for SMEs, small and medium enterprises rely on the operator’s own efforts, and our government is inclined to the financing guarantee on fiscal policy, but it still can not effectively solve the main problem owing the rapid growth of small and medium enterprises- the huge funding gap, which determines that not only financial support, but also other aspects to support SMEs financing, such as financing guarantee. Government actions have guiding values and practical significance to further build financing guarantee system. Therefore, this paper study the government behavior combined with China’s actual situation in theory and practice in-depth study to find a solution is necessary from the government point of view.Chongqing is one of leading the city of China’s "Go West" strategy, but also the experimental area of China’s urban and rural, comprehensive reform plan and the only inland bonded port area, the development of Chongqing SMEs is of great significance in the central and western economic development " urban-rural integration ", so this paper studies the behavior in Chongqing City government in financing guarantee industry which has practical significance.
