Research On The Government Behavior In The Development Of The New Type Of Rural Financial Organizations

At the process of financial liberalization in China, the rural financial market gradually transforms from a single national bank into a multi-level financial market which is constituted by the traditional formal financial organizations like commercial banks、policy banks,and a new type of rural financial organizations. Among them, the new rural financial organization with its unique advantages in the rural financial market plays a provider of financial services to rural areas, make up an important role in the formal financial gaps. As a service provider of "three rural" and small-micro enterprises in the new financial institution, the pilot and the development of new rural financial institutions for rural financial market has injected fresh blood, stimulate healthy competition in the various financial institutions of the rural financial market. However, under the current policy environment, some new rural financial organizations deviate from the service goals, and even harder to achieve financial performance and continued healthy development.In this context, by reviewing the history of rural financial reform in China and combing the current government action of the new rural financial institutions, summarizing the need for government intervention in the market and the problems caused by excessive intervention, if they can’t coordinate with the market, the government behavior will hinder the financial performance and social performance of coordinated development of the new rural financial organizations. On this basis, through survey and analysis the LianYuan government action and the development of small loan companies, the paper show that the government must conduct a reasonable position and regulate the government, in order to promote new rural financial organization to service "three rural" and small-micro enterprises,and finally achieve inclusive finance.
