Research On Problems And Countermeasures Of The E-government Construction In Chongqing

With the acceleration of the process of social informatization,e-government has become an important part of the information society.Practice has proved that promoting the development of e-government is of great significance in transforming government functions,improving administrative efficiency,realizing administrative fairness,saving administrative costs and promoting social development.Chongqing has been carrying out e-government construction for decades.Chongqing has achieved certain results in infrastructure construction,website application,talent training and other aspects during this period.We should not only see its achievements,but also pay attention to its existing problems.From the perspective of long-term development,it is imperative to solve the problems hindering the development of Chongqing e-government and promote the healthy and rapid development of Chongqing e-government.This paper applies the theory of new public management and public choice to study the development of e-government of Chongqing government.It uses the literature research method,the empirical research method,the analysis induction method and the comparison analysis method to analyzes the development situation of Chongqing e-government.This paper mainly expounds the concept of e-government,summarizes the development process of Chongqing e-government,analyzes the development effects and problems of Chongqing e-government,and draws lessons from foreign e-government development experience.And this paper puts forward some countermeasures and suggestions to solve the problems existing in the development of e-government in Chongqing.According to the research,the development of e-government in Chongqing is mainly faced with the following problems that unsound laws and regulations,lack of reasonable planning,inadequate capital guarantee,imperfect performance appraisal and supervision mechanism,and weak e-government professionals and so on.By comparing the successful experience of foreign electronic government affairs development and in-depth analysis of the causes of the problem,This paper proposes that Chongqing government to take the measures which include perfecting the e-government laws and regulations,implementing the e-government talent strategy,straightening out the management system,unifying the planning and integrating the information resources,innovating the investment and construction mode,and establishing the performance appraisal and evaluation mechanism to solve the problems in the development of its e-government.These countermeasure measures can solve practical problems and they are operable.The improvement of e-government development level is conducive to the transformation of government functions,improvement of office efficiency and innovation of government management mode.It is an indispensable way to promote the healthy development of economy and society.
