Nowadays, the music works copyright collective management system can tremendously contribute to protect copyright owners and the neighboring right owners, however, implementation of copyright collective management system can obviously be detained and obstructed owning to Network infringement,copyright piracy and unawareness in defying owner’s copyrights. Furthermore, it’s a necessity to take the scientific creation and innovation into account by cultivating administrative talents and to take effective measures to make the public to pay attention to the protection of copyrights.This paper attempts to give a detailed definition on network music copyright collective management system which includes its conception, content, functions and legislative authority and aims to bring up the issues deriving from the network music copyright collective management and is to summarize some new measures and ways on how to solve the problems on the basis of analyzing and contrasting law cases about copyright collective management system.
