The Study On The Reform Of Household Registration System Of Megapolis In China

Mainland China is one of the few countries that have household registration system to manage people’s residence and migration. In the early years of new China, household registration system was rather loose; however, with the implementation of planned economy, the function and influences of Chinese household registration system have transferred from emphasizing management of household registration system to restricting citizen’s residence and flow with household registration system, which has maintained for a long time urban-rural dual structural pattern. With the development of the times, it has evolved into emphasizing distribution of interrelated interests and family register is no longer just a certificate. It has become the carrier of various social welfares. After the implementation of the reform and opening-up policy, China began to recognize the defects of urban-rural dual structure of household registration system; meanwhile, to promote the development of urbanization, the State Council issued Opinions on Promoting Further the Reform of Household Registration System (hereinafter referred to as the Opinions) in July 30,2014, which was of historical significance. This ended the times of urban-rural dual structure. Unified rural-urban household registration system was established and opinions on releasing comprehensively restrictions of small and medium-sized cities were put forward; however, the Opinions pointed out that population size of hyper megalopolis must be controlled strictly and that the existing settlement policy in cities with the population over five million should be improved and integral settlement system should be set up and perfected. Therefore, how to formulate and reform the existing household registration system has become an exclusive problem for megalopolis.Structurally, this essay is divided into five parts.Chapter One Introduction illustrates the research background, the topic significance, theoretical basis of relevant concepts and this essay, overview of researches home and abroad, research methods as well as key points and innovation points of the essay. Chapter Two summarizes the household registration system of hyper-megalopolises in China. Household registration system has always been restricted by the current Constitution and for long urban-rural dual structure was with clear boundary, with urbanization developing slowly. After the implementation of the reform and opening-up policy, China has released gradually the household registration system in small and medium-sized cities; however, due to various reasons, strict management system is still adopted to control large scale population in megalopolis. Article tries to explorate idea and practice of the reform of the household registration of megalopolis in China.
