Research On The Problems And Countermeasures Of Household Registration System Reform Of Land-lost Farmers Under The Background Of New Urbanization

Urbanization is the concentrated embodiment of industrialization and modernization in China and the general trend of human civilization progress and economic and social development.Continued in recent years,along with our country urbanization speeding up,the urban construction land area is increasing,a large number of agricultural land is used to serve the industry and the construction of the city,resulting in a large number of land-lost farmers is generated.Land-lost farmers,as land devotees and labor providers in China's urbanization construction.Due to the existence of dual household registration system in urban and rural areas in China,landless farmers are faced with great difficulties in employment,education,medical treatment,housing and other aspects.The problem of the survival and development of land-lost farmers cannot be effectively solved,which deviates from the new urbanization construction requirement of"people-oriented".Therefore,it is urgent to reform the household registration system of land-lost farmers.Based on the background of new urbanization construction,this paper studies the reform of land-lost farmers' household registration system.It is an urgent need to protect the legal rights and interests of land-lost farmers,is an inherent requirement to promote the reform of the household registration system,is a key link in accelerating the construction of a new type of urbanization.It concerns social equity and justice and the well-being of hundreds of millions of people.Based on the discipline of public management,this paper makes extensive use of the basic knowledge of public policy,equalization of public services,household registration system,rights and interests protection,urban-rural integration and land system.Basic research methods such as literature research method,comparative analysis method,text analysis method and questionnaire survey method were selected.Based on social security theory,population migration theory and urban-rural integration theory,this paper studies and analyzes the reform of the household registration system of land-lost farmers.Under the background of new urbanization construction,this paper discusses the problems in the reform of the current land-lost farmers' household registration system and makes a deep analysis of their causes.Through the questionnaire survey on the willingness of land-lost farmers to change their household registration and its influencing factors,the degree of desire of different types of land-lost farmers for urban household registration was obtained.On the influencing factors of land-lost farmers convert household register will,on the basis of statistics and analysis,considering the registered permanent residence of city government to accept pressure and land-lost farmers convert the household's willingness and ability,some reasonable Suggestions are put forward for the reform of the household registration system of land-lost farmers in the context of China's new urbanization.This paper mainly focuses on the following three points for in-depth analysis.First,the problems and causes in the reform of the household registration system of land-lost farmers.The main problems in the reform of the household registration system of land-lost farmers in China are as follows:The serious damage to the rights and interests of land-lost farmers and the disorderly migration of land-lost farmers have increased the difficulty of the reform of the land-lost farmers' household registration system.Other implicit welfare reforms attached to the household registration system have been ineffective.Causes of these problems are:one is the land-lost farmers household register system reform at the top of lack of system design,the second is land-lost farmers household register system reform need large costs,to some extent,affected the land-lost farmers household register system reform process,the function of the three is the household registration system "overload",increased the difficulty of the land-lost farmers household register system reform.Secondly,the willingness of land-lost farmers to change their household registration and its influencing factors are analyzed.This paper makes a deeper study from three aspects:the resettlement mode of land-lost farmers,the survey of their intention to change their household registration and the analysis of their intention to change their household registration.Third,under the background of new urbanization,the reform countermeasures of the land-lost farmers' household registration system are studied.This paper puts forward detailed Suggestions on the reform of the household registration system of land-lost farmers in the context of China's new urbanization from the following three aspects.One is to strengthen the innovation of the management mode of population,so that to improve the government's service efficiency,the second is to adhere to the gradient of the settled threshold,gradually realize the free migration of the farmers,the third is to strengthen the form a complete set of system design,establish a sound system and mechanism in favour of land-lost farmers into the city as soon as possible.
