Study On Straightening Out The Relationship Between Government And Market In Our Country With Rights Of Corporate Citizenship

With the rapid development of social economy, the reform of market has been advancing.The practical development of market economy in China in recent years proved that the relationship between the government and the market is not only the public economics should focus on problems, political philosophy is also need to solve the problem. Since The 18 th session of the National People’s Congress,the spirit of relevant documents and policy also suggests that in scientific way to handle the relationship between the government and the market not only is the core of the economic system reform, but also a matter thing to harvest success in deepen and comprehensively reform in our country. To properly handle the relationship between the government and the market up to such a "single point", affect the reform of the global strategic status, the difficulty of problem solving and the functions of the government for their conscientiousness to also can be seen, and because of that, study how to further straighten out the relationship between the government and the market has a double meaning of theory and reality.In this background,the first step of this article is reviewing the historical evolution of the relationship between government and market in our country. Through this,it can be concluded that the goal pattern in reforming of the relationship between the government and the market with Chinese characteristics, which is the strong government, strong market model, which namely the harmony of the government and the market. However, based on national conditions, in analyzing the current situation of the relationship between government and market in China, the development of market economy there are still many problems, and the root of the problem is the relationship between government and market, has not yet reached the target schema. Government functional disorder caused by the "dislocation", "vacancy" and "offside" constitute a suitable relationship between the government and the market faces three big challenges.Aiming at this problem, this paper studies put the past old way aside that relying the single government self-regulation and self revolution way to coordinate the relationship between the government and the market, because it does not solve the problem completely.But based on the theory of citizenship in political philosophy about the discussion of right content, proposed a set of new scheme to straightening out the relationship between government and market.It is rights of corporate citizenship.Before we response to the solutions how the rights of enterprise citizenship straighten out the relationship between government and market, this article defined a summary related concepts for rights of corporate citizenship in the form of independent chapter, such as citizenship, corporate citizenship, and corporate citizenship rights. In addition,the constitution of the civil rights of enterprises, basis of constitute and compared with the natural rights of citizens also introduced. Under this premise, this paper expounds to rights of corporate citizen to straighten out the relationship between government and market of the basic principle and basic ideas. Corporate citizenship,a new concept bored with the in-depth development for concept of corporate social responsibility and sustainable development. Duo to the introduction of "citizenship", in the treatment of the enterprise, social relations with countries on corporate social responsibility research view and method of transcendence.As a market subject of interests, the social main body needs, orderly safeguard their rights through legal management, positive methods such as optimizing the functions of the government, seeking its own development. Specifically, through the enterprise set up political power enterprise consultation mechanisms conducive to clear the positioning of government functions and eliminate functions "dislocation", the enterprise of civil rights and social rights through legal means can effectively cope with the functions of the government of "offside" and "absence".
