Since 2013, the outbreak of H7N9 bird flu in most parts of our country, has posed a serious threat to the people’s health and even life safety. Studies have shown that the live poultry market is a breeding and spreading ground for H7N9 and other avian flu, and a high risk sites of human infection with H7N9 virus. As a national center city,Guangzhou city always has more and greater pressure than other cities in prevention and controlling of avian influenza, due to more population and live animal exuberant. May 2014, Guangzhou City began to implement "fresh chicken" policy, aimed at reducing exposure to human contact with live birds or live poultry environment and reducing the risk of human infection with H7N9. Monitoring data show that the policy in the prevention and control of H7N9 avian flu does play an immediate effect, but suffered several difficulties in implementation.This paper mainly uses the public policy implementation theory to carry on the analysis to the "fresh chicken" policy implementation difficult problem, proposes the solution countermeasure. The full text is divided into six chapters: the first chapter introduces the background and significance of the paper, the current research status at home and abroad, and the theoretical framework, research methods and the innovations; the second chapter introduces the main contents and policy implementation achievements; the third chapter is the specific questions of fresh chicken in policy implementation; the fourth chapter carries out a detailed analysis of the policy difficult problem, by the “Smith model” and other public policy implementation theories, from the policy itself, the executive organs, target groups, policy environment, resources and other aspects; the fifth chapter puts forward countermeasures according to the reasons; the sixth chapter is the conclusion.
