Administrative organizations of Government are the organs of state power, belongs to the category of political superstructure, they are influenced by economical base and productive relation which are influenced by substantive and permeate factors of productive power. Economic globalization which was sprouted in the period of free capitalism has been developing quickly with the eruption of revolution of information technology since 1970; it changes the economic and administrative structures of states or areas on its base of capital, technology and administrative skill. Meanwhile, the degree of social information is growing up and it influences people’s thinking, culture and values. To keep abreast of the times, western developed capitalism nations promote the paradigm of government administration to shift from traditional bureaucrat structure to modern public one, which are to be a leader in the paradigm shift. In 21 century, especially in recent 5 years, Chinese economic globalization and social information have been developing really, while our nation’s paradigm of government administration also faces challenge, it is very urgent for us to promote its shift.There are four parts in this paper.
