On Guangzhou Public Security Organs Police-related Network Public Opinion Guidance

In recent years, with the rapid development of mobile Internet, the number of Chinese internet users increase dramatically and the usage of internet has been widely spread. The internet as a new form of media, not only affects our access to information, but also impacts general public’s viewpoint. Due to the growing virtual network behavior, it is becoming harder and harder to identify the boundary of the behavior between virtual community and reality, which enables to establish a new platform for people to express their opinion. In addition, as our country is in the transition stage for economic development, various social problems occur accidently and unexpectedly. The general public is more aware of protecting their rights, and hence the internet has become not only a platform for netizens supervision, but also a platform for rumor, which facilitates the network rumor crisis.Police, as a special authority, is destined to become the focus point by the public. If the police responds to public opinion inactively and inappropriate, it can easily causes a serious crisis in public image, and hence lead to new social ambivalence. Establishing a correct concept of public opinion, improving the ability to respond to network crisis helps to build a harmonious network environment. It is necessary for the police to enhance public security.Guangzhou, the capital city of Guangdong, with a culture of expressing opinion freely, highly developed local traditional media, complex social composition, many foreign populations, huge number of internet users and strong public awareness, the risk of reaction and response to public crisis from the internet inappropriately is increasing. Therefore, the analysis of the status and capacity of Guangzhou Police is extremely important and meaningful, as it helps to resolve the crisis of the public opinion from the internet, to enhance public security, to maintain and enhance the credibility and accountability of Police, and to create a better police execution environment.This paper attempts to research on the study of Police and Public Relations done by scholars from domestic and aboard, to find solution for the Police and Public Relations that involved police deal with the problems of public opinion. This article integrates the real cases that involved in police responses to public opinion from the internet, for example “the injure incident at Guangzhou Railway Station on 6 May 2014”. This paper will also make reference to the experience from relevant department domestic and aboard and is aim to provide five solutions for improving response to the crisis of public opinion from internet: changing attitudes, strengthening public opinion monitor and management, adhering to respond to the three principles, enhancing the network position building, team building for police force. This article is also aiming to provide reference to further enhance the ability to respond to public opinion from internet involved the police and to enrich the Police and Public Relations theory.
