It is of vital importance to strengthen the ability of public opinion guidance, focusing on abandoning out of date opinion, obsolete methods and imperfect mechanism and system, etc. Understand better the rule of modern media, and maximize its advantages to help improving guiding abilities, creating a better public and social environment for dealing with public security issues so long as to enable the social stability and serve the economy development in a better way.“Chunxi Road Panicky Incident” was an emergent public event occurred on Mar. 14 th, 2014. A panic rush involving thousands of people injured more than 10 persons. In this event, the mass was wildly affected by the “3.1 Kunming Terrorist Case” happened just two weeks earlier. Cyber rumors sped and extended in seconds. The panic emotions among the public threatened the social order and stability. Fortunately, it was cleared and official denied by Chengdu public security bureau in half an hour. This is one of a successful case that has a swift reaction toward emergent event and makes a stop to the rumor going public opinion. Due to its specialty and representativeness, it draws a nationwide attention and further discussion and thought.This paper will have a thorough study on the “Chunxi Road Panicky Incident”, analyze the skills of guidance by public security organs in public opinions on emergent or sensitive events, especially facing new situation and challenge.
