With the increase of residents travel distance, the implementation of the "Confined Motorcycles" policy, electric bicycle with its beautiful, cheap, fast, and other advantages replace the motorcycle, favored by the majority of citizens. Although the electric bicycle meet the people’s travel demand, save energy and bring convenience to people, but at the same time it also become the new "road killer" because of its fast speed, serious traffic violations and other reasons. And exceed the standard electric bicycle is highly controversial. Especially in the current imperfect public transportation system, traffic jams serious city(such as Nanning city), the number of electric bicycles is increasing, and the dependence of the traveler is high, so that the impact of electric bicycles on urban traffic is very prominent. Therefore, according to the development needs of urban traffic and the difference of traffic demand between different travelers, the fine electric bicycle management strategy must be formulated, in order to achieve both active and reliable handling of the existing problems, take into account the urban traffic management and maintenance of the vital interests of the public, and also to ensure the healthy and orderly development of electric bicycles.The paper summarized the concept and standard of electric bicycle, the development status and reasons for the prevalence of electric bicycle, the research progress of traffic travel choice behavior of different people in the domestic and international city, put forward the research sense of the behavior of traffic travel between different people in the electric bicycle and the bus. By classifying the different types of people, the decision factors of electric bicycle travel mode based on different types of people are studied, and an alternative model of e-bike mode is established. On the basis of studying the optimization effect of different management strategies for each kind of traveler, the paper puts forward the electric bicycle management strategy, which can provide the basis for the decision-making department.Firstly, this paper improves the shortage of existing research on the differences of the traveler’s differences. Although the existing research takes into account the differences of the travelers, but it is often considered one or several factors that have significant influence on the trip, failed to fully consider the factors that affect the travel. Depending on the existing research, the SP survey of e-bike and the social and economic attributes of the traveler, the paper cluster the samples with the two stage cluster. Then the contribution degree of the variable to the results of clustering is analyzed by using the method of one-way ANOVA. Finally, the difference of the traveler’s classification set based on personal attributes is obtained.Then, this thesis analyzes the main factors that affect the traveler’s travel decision, and explores the key factors of the different groups of traveler’s travel mode decision. In this paper, one-way ANOVA and the two stage cluster is used to study the economic, convenience and speed of the four kinds of travel decisions in order to extract the key factor of traveler’s travel mode decision. The results show that the four types of travelers in the cost, speed and convenience of the requirements of a significant difference, but the comfort of the requirements of the differences are not significant.Finally, based on the analysis of the travel decision factors of electric bicycle depending on different classification, the paper takes Nanning city as an example, uses binary logit models to construct a model of the travel mode between the electric bicycle and the bus based on the different classification. Then the model parameters are calibrated by using SPSS 22 statistical software. According to the analysis of the model results, the electric bicycle management strategies of different categories are proposed. And the effect of the implementation of the management strategy is predicted by using the model of electric bicycle travel mode. Finally, the electric bicycle management strategy is obtained which can meet the needs of the travelers and the city traffic management.
