| Counter-terrorism is a comprehensive and systematic social engineering. In recent years, the systematic practice combining counter-terrorism intelligence early warning, prevention, emergency and crack-down has been widely spread in different places. However, academic research on the construction of the prevention and control system of counter-terrorism is very weak. As the growing threat of the domestic and international anti-terrorism situation, active research on the construction of counter-terrorism prevention and control system of Shenzhen has important practical significance on the counter-terrorism work and the search of counter-terrorism theory for Shenzhen.Based on the system theory and social cybernetics, this thesis deeply discusses the concept, elements, basic characteristics, the essence of prevention and control system of counter-terrorism using the method of qualitative research.It considers that the net of organization and command system, running guarantee system and intelligence information, the net of social prevention and control net,focus personnel, important guard objects and key industries, the net of virtual control, the net of emergency response, the net of criminal investigation compose the prevention and control system of counter-terrorism. Which has three basic characteristics: nationwide and the diversity of main body of prevention and control; multiformity of function; necessarity of each component. Its essence is the organized system control of the terrorism crime.Based on the conceptual framework of the prevention and control system of counter-terrorism, this thesis analyzes the deficiencies of the professionalization of the construction of Counter-terrorism force of Shenzhen, the actualization of emergency response, the formulation and implementation of the precaution standards, the awareness and skills of the public, and realistic characteristics of terrorism crime in Shenzhen, such as " religiously minded persons involved", "covert activities and live by fellow", "characteristic gang crime and the family trend", "adverse factor of hiding, raising funds, transiting and departure", "Jihad on the spot " and so on. Based on the experience of foreign counter-terrorism work practice, this thesis concludes experience and enlightenment that it shouldestablish and perfect the counter-terrorism strategy, deepen international counter-terrorism cooperation, strengthen the intelligence information and legislation work, attempt to form the pattern of National counter-terrorism and construct specialized Counter-terrorism force through anti-terrorism practice of United States, Russia and Britain.Though empirical approach and the research on the frame of the prevention and control system of counter-terrorism, exposition the deficiencies of Shenzhen counter-terrorism work and concluding experience and enlightenment of United States, Russia and Britain, in the method of literature research and case studies,this thesis researches and discusses the specific plan of Shenzhen counter-terrorism prevention and control system from the three parts of the construction of organization and command system, running guarantee system and the prevention and control system. |
