Marx’s social governance thinking is generated from the arbitrary rule in all aspects under the capitalist system, and is developed after full critique, absorption and reference of governance thinking of bourgeois thinkers, utopian socialists and religious thinkers. Similar with the law of development of all things, Marx’s social governance thinking has experienced different stages of development. With the continuous inspection by practice and constant modification by theory, it is gradually improved and eventually become scientific and materialistic concept of social governance.After study, it can be found that Marx’s social governance thinking has two meanings: on the one hand, social governance refers to measures and means taken by the bourgeois government to ease the class contradictions, improve the social environment and maintain the benefits of wage earners and underclass people in the capitalist society. In this aspect, it is social governance based on a sense of bourgeois reform; on the other hand, social governance refers to the practice process in which the bourgeoisie can not effectively carry out social construction and management, but rely on the proletariat and its political party to overthrow the rule of the bourgeoisie through violent revolution, establish proletarian dictatorship and a series of proletarian rules, and seek effective governance under socialist system. In this aspect, it is social governance based on the proletarian revolutionary. No matter which governance under what kind of system, Marx pursues always human liberation and development, and protects the fundamental interests of the people.The fundamental purpose of Marxist theory and practice is to overthrow the capitalist system and establish dictatorship of the proletariat and socialist system. Marx’s social governance thinking is highly fit with Marxist theory and practice, and the struggle for the good vision of sound social governance is highly consistent with the great journey of communist movement on the path of practice. In essence, Marx’s social governance thinking is an important part of Marxism, which is also why Marx’s social governance thinking can become scientific and has unique theoretical quality. Therefore, under the current system and concept of social governance innovation, it is inevitable that in-depth research and analysis of Marx’s social governance thinking will provide some guidance and reference for the innovation of China’s social governance theories and conduct of social governance practices.
