Since the 1990 s, the corruption problem is becoming serious in China, and the anti-corruption is still a long-term and arduous task. Effectively prevent and punish corruption thus have become the prime problems, which Chinese governments at all levels have to face. Commission for Discipline Inspection(CDI) is a special anti-corruption agency in Communist Party of China(CPC), especially CDI at county level, which is in the basic position and working in the first line of anti-corruption. However, the existing operating system of CDI is working under the dual leadership of superior CDI and party committees, and the influence of latter is greater than the former in actual operation. This phenomenon has led to many problems, such as poor independence, weak professional, and supervision power dispersion. Obviously, to continue to use the previous operating system of anti-corruption has been unable to meet the requirements of anti-corruption in new era. After the Eighteenth National Congress of the CPC, “Three Transfers” explicitly proposed by Chinese CDI, which is composed of transfer function, transfer mode, and transfer style, requires the disciplinary inspection and supervision organs of all levels to focus on the main business, quit the affairs work of party and government, shorten the supervision and discipline front, and investigate the corruption cases led by superior CDI. These are for the purpose that let CDI return to the main business, return the main responsibility to Party committees, and highlight the supervisory responsibility of CDI.In the critical period of “three transfers”, this paper analyzes and compares the anti-corruption operating system before and after the “three transfers” of CDI of Hui’an County, which are based on the current situation of corruption in Hui’an County during the period of 2012 to 2015. This comparison includes job function, anti-corruption way, work style, and case investigation method, and so on. By these ways, this paper summarizes the achievements and problems obtained by reforming the operating system of anti-corruption in the CDI of Hui’an Country. Meanwhile, refer to the efficient anti-corruption experience in other countries and regions, the measures of prevention and punishment for the CDI of Hui’an County are suggested to achieve the “three transfers” of CDI step by step under the current system of anti-corruption. Among them, the preventive measures include improve the independence of CDI of Hui’an County by improving the inspection and supervision system in the CPC, strengthen the professional of supervision and discipline by strengthening the construction of the discipline inspection and supervision team, build the clean politics culture environment by strengthening the ideological education of the honest government, and so on; punishment measures include strengthen cooperation consciousness by establishing supervision and coordination mechanism, continue to maintain high pressure to punish corruption by handling the case in accordance with the law, safety and civilization, and so on.
