Study On The Reform Of The Discipline Inspection And Supervision System Under The Insight Of Tightening Party Discipline

Corruption is "cancer of politics",and preventing and containing corruption is a major problem faced by governments around the world.Nowadays,China's corruption situation is very grim,the corrupt phenomenon has many different characteristics like the complexity of corruption and the diversification of gangrenous means,which increase the difficulty to fight corruption.Under the insight of tightening party discipline,the reform of the discipline inspection and supervision system has important value of the times to keep the party's advantage and purity,to consolidate the ruling status of the party,and to maintain the anti-corruption situation with high pressure,to win the fight against corruption.At the 18 th plenary session of the Central Commission for Discipline Inspection of the seven,General secretary Xi Jinping pointed out: “The overwhelming trend of anti-corruption struggle has been formed”,it shows that China's anti-corruption work has made considerable development.“Fighting tigers”,“shooting flies”and “hunting fox” together,which has curbed the spread tendency of corruption to a certain extent.In the next anti-corruption practice,deepening the reform of discipline inspection and supervision system is beneficial to submit an excellent anti-corruption answer.Guided by the theory of proletarian power supervision and the anti-corruption theory of socialism with Chinese characteristics,through the historical inspection and analysis of the situation of the discipline inspection and supervision system in our country,for the problems with the unreasonable responsibility the authority,lack of independence and authorization,imperfect team construction and supervision and control mechanism during the process on operation the discipline inspection and supervision system,affecting the anti-corruption effectiveness of discipline inspection and supervision organs.On the basis of clarifying the basic characteristics such as independence,authority,professionalism and integrity of the discipline inspection and supervision organs,and making new requirements of the “transformation” proposed by the discipline inspection and supervision organ under the insight of tightening party discipline,based on the current reform of discipline inspection and supervision system,putting forward to the idea of further deepening the reform of the discipline inspection and supervision system.Combined with the reform pilot of National Commission in the three provinces of Beijing,Zhejiang and Shanxi,learning from the successful experience of the Hong Kong Independent Commission Against Corruption and the Singapore Corruption Investigation Bureau,and further deepening the reform of the discipline inspection and supervision system so that the supervision committee can continue to enhance the independence,guarantee the authority and cleanliness,strengthen the build of the team,thereby centralized and unified,authoritative and efficient leadership of China's anti-corruption struggle,focus on anti-corruption efforts to win the fight against corruption.
