Research On Duty Performance Of The Commissioned Commission Of Discipline Inspection Commission Of Tunchang County

Since the 18th National Congress of the Communist Party of China,the Communist Party of China central committee with Comrade Xi Jinping at its core has attached great importance to the disciplinary inspection and supervision which is considered as an important part for achieving the modernisation of national governance system and governance capacity.The 19 th National Congress of the Communist Party of China also made a strategic deployment to improve the party and state supervision system,to deepen the reform of the state supervision system,to build a unified,comprehensive,authoritative and efficient supervision system.The Supervision Law pinpoints the authority that the accredited agency of China discipline and supervision commission could exercise a supervision over national public officials according to the relevant law.The Supervision Law also enable the accredited agency to supervise in depth and breadth,to intensify the supervision,to demonstrate authority and to display the advantage of assignments.Meanwhile,the supervision efficiency of the county-level accredited agency still falls far short of expectations.It is not enough for the accredited agency to monitor and act effectively.The supervision of its members is still inadequate.The leadership system and working mechanism of the accredited agency are not perfect.The accredited agency members are required to make further efforts to perform their duty.The current anti-corruption situation is still grim and complex and the county-level disciplinary inspection and supervision agency is regarded as the main force for tackling corruption.Therefore,it is vital that the accredited agency urgently fulfil their duty as the accredited agency is regarded as an important part of the party’s self-supervision.In the context of the completion of the national supervision reform,the thesis is to conduct field research,questionnaire and interviews and takes the performance of Commission for Discipline of Tunchang County as the research object.By drawing on the experience of the accredited agency in other provinces,the thesis identifies the problems of insufficient routine supervision and duty execution and discusses the issue of how to exercise full and rigorous governance over the Party.This thesis analyzes the reasons of the inadequacy of supervision system and mechanism,the deficiency of supervision and discipline working methods,the insufficiency of ideological understanding,and the deficiency of team construction.Reviewing the concrete situation of the establishment and operation of the accredited agency and the theory of power restriction and supervision,this thesis attempts to improve the supervision system and mechanism of the accredited agency,to strengthen checks and oversight over the exercise of power,to increase the synergy of supervision,to fulfil responsibility and to strengthen the construction of the team of the accredited agency.This thesis is intended to provide references for the efficient duty execution after the reform of the national supervision system.
