With the deepening of education reform worldwide, it is increasingly recognized that thesuccess or failure of education reform lies in teachers. Teacher professionalization is thebiggest challenge that curriculum reform brings to the education sector. The success or failureof curriculum reform ultimately depends on teachers.In China, local education development is not balanced and English teachers’ level isuneven, which requires learners to study the problems on English teachers’ development morenecessarily. Due to various factors, lots of junior high school English teachers are in shortage,but a large number of non-English-major teachers have been added to English teaching group,which is bound to affect the quality and level of English education.In the study, according to the combination of the qualitative and quantitative, macro andmicro, vertical and horizontal approaches, documentary research, survey research and casestudy methods are used. Based on teachers’ professional development theory, junior highschool English teachers from County Tang in Hebei Province are given deep research tounderstand the situation, find the problem, analyze the causes and propose countermeasures.Reasonable countermeasures and suggestions are promoted on the basis of empiricalresearch. To improve the level and quality of English education and English teachers’development, the following things must be done: First, to build a sound safeguard mechanism;Second, to perfect the management mechanism; Third, to promote professional trainingsystem; Fourth, to seek for positive self professional development.
