School effectiveness research is a core issue in the current educational reform, which reflects the trend of research transformation from social system, class and individual areas to school area. The promotion of school effectiveness is an action and a process which school organization adopts to achieve high effectiveness. Its purpose is to promote school improvement and school development. Documents about school effectiveness research mostly shows that educational accountability is one of the most important ways of the improvement of school, so it becomes a problem urgently needed to be solved in the current school reform to find out how to realize the promotion of school performance by means of carrying out educational accountability. This thesis focuses on the relation between educational accountability and school effectiveness and investigates the influence of educational accountability to the improvement of school effectiveness, based on the analysis of the documents both at home and abroad of the current ten years.This thesis is divided into five parts.The first part defines and distinguishes some related concepts about education accountability and school effectiveness and analyzes the social background and cause of the combination of educational accountability and school effectiveness.The second part, from macroscopic view, analyzes the influence mechanism that educational accountability effects on the improvement of school effectiveness. First, the federal government, starting from the "No Child Left Behind Act" legislates several times to speed up school reform; second the state government, education departments of every state take active action to carry out educational accountability; last the school, educational accountability, fierce competition of students resources and rigorous evaluation system make the school decide to promote self efficiency.The third part illustrates the role that educational accountability plays in school leader effectiveness, teacher effectiveness and school organization context, and its influence on the promotion of school efficiency from the view of the microscopic field, the school.The forth part shows one profile of American school improvement and analyzes some realistic problems in school improvement through the case of the improvement of Waterford High School.The fifth part puts forward several inspirations in the process of school improvement of our country, based on some conclusion of the theory research on the influence of school effectiveness.
