The national platform for medium and long term educational reform and development plan (2010--2020) in the fourth part of the17th chapter" strengthen the construction of teacher" clearly stated in:"establishing and improving the flow mechanism of compulsory education school about teachers and principals." The regulations on compulsory education in Chongqing (May2011) article36th"Counties (autonomous counties) Administrative Department of education teachers’ Exchange systems should be established, in according to the approved by the compile and post, and promote cooperation and exchange of teachers between urban and rural areas, between the schools and the rational flow of the progressive realization of the faculty of the balance of power." How the policy intent into a management behaviors, the ideal policy into a policy realities are the core of policy tools.It is intended to study the proposition of the regular flow of teachers from a policy tool, the "close-up" perspective. Since the regular flow of teachers has become mandatory instruments, an in-depth study on how to make it better achieve policy objectives, seeking a more reasonable policy tool configuration combinations will also be the aim of this study. This research through by questionnaire to obtain data reveals the influence of the teacher’s regular flow. That not only provides a more in depth, detailed data for the teacher flow of Chongqing X area’s implementation, but also be able to offer some forward-looking recommendations on the policy content material. The study paths are to explore the applicability of policy tools and more reasonable policy tools configuration, through primary and secondary school teachers’ views of the mobility policy and on the evaluation of the policy implementation. By questionnaire investigation (teachers on regularly flow policy text content of value cognitive; views of teachers on regularly flow policy implementation process; the evaluation on policy tools).Policy tools theory is the guide system (policy tools and policy target of reasonable sexual; policy tools and run environment of suitable sexual; policy tools of reasonable optimization). Analysis applies degree of teachers regularly flow policy tools from theory and practice to reveal its related role factors. Especially for2011in Chongqing, after the compulsory education Ordinance promulgated and implemented progressively, it also must seek more efficient and more effective tools for the existing teacher-flow system.
