Along with the speedup of our country’s urbanization process in recent years, more andmore rural regions at city peripheries are included in the construction range of cities. Land ofvillages at outskirts of cities is occupied by expanding cities, and is gradually surrounded withinthe city which keeps developing. And these villages also become urban villages. Along with it,the homesteads of villagers of these villages are also developed and expropriated together withthe land, the villagers also get a compensation fee and corresponding apartments with certain areafor compensation, and their registered permanent residence is also changed from rural residenceto urban residence. However, the change with household registration system does not mean theyhave been totally treated in the same way that other city residents are. Neither does it representthat they have successfully realized the change of role. At aspects such as living habits,behavioralstyle, and mental identity, many villagers of the urban villages still stay at the identity and role ofa farmer, and there still exist many subjective and objective problems in their process of merginginto city and becoming a new citizen.This study discusses about the citizenization of landless farmers from the villages in thecities from four aspects. The first part is the introduction of the research background, significance,method, and the innovative points. It provides a general background to the readers on this issue.The second part defines the essence and the feature of the citizenization of the peasants from thevillages in the cities. The third part is a case study of village N in Xingtai, which analyzes theproblems in the process of citizenization of the landless peasants. The author attempts to providesolutions and suggestions from establishing the urban and rural social security system, supportingemployment and entrepreneurship for the new citizens, strengthening the construction ofcommunity culture, guiding public opinion and media attention actively, and balancing educationresources allocation in the last part based on the existing problems.
