With the rapid rise of dangerous chemicals production volume, its impact on thehuman health and ecological environment is also growing, to strengthen the dangerouschemicals control has became an international major management issue in guaranteeingthe Sustainable development of society and environment. Colleges and Universities aspersonnel training base of industry-university-research,which is an important institutionto use dangerous chemicals, however, the unfavorable situation that undistinct participaterelationship between relevant persons, unclearable relationship between control power,responsibility and interests,and the poor control effect, which has became the sourceof dangerous chemicals accidents continue to occur. Therefore, this paper studythe dangerous chemicals control in Colleges and Universities to make relevant personsparticipate rates calculation as the starting point, which has important theoretical andrealistic meaning to go to the sustainable development road of making our countrypowerful and our people prosperous.Firstly, the paper through analysing research domestic and international status onrelevant persons participate rates and dangerous chemicals control, defining the basicconcepts such as relevant persons, and participate rates and so on,at the same time, takingrelated theory such as Job analysis, Unit cell lattice,etc as the guidelines, toprovide theoretical support for the follow-up study.Secondly, highlighting the prominent necessity of relevant persons participate inthe dangerous chemicals control in Colleges and Universities from two aspects of theoryand practice. Analysing the issues that participate behavioral is deficit, and ability is notin place about the relevant persons participate in the dangerous chemicals control inColleges and Universities through descriptive statistics to four universities questionnairesurvey,and explaining its reasons from three aspects that relevant persons, universities andgovernment.Thirdly, based on the corresponding relationship between basic principleof Crystallography and research issues of this paper, immitting the ideas of the unit cell lattice to determine the required parameters in calculating the relevant personsparticipate rates, and then constructing the index system from frequency, time that relevantpersons expose to dangerous chemicals and qualitative participation three dimensions.Atthe same time,using the weighted average which based on the utility value and analytichierarchy process method which based on group decision to determine the parametervalues,and using unit cell bond length formula to calculate relevant persons participaterates. Then referring theoretical lattice control model that relevant persons participate inthe dangerous chemicals control in Colleges and Universities.Then, using objective evaluation and analytic hierarchy process fuzzy combinationevaluation method to evaluate and test the control model that relevant persons participatein the dangerous chemicals control in Colleges and universities,and discussing theexisting problems,providing scientific basis for the rationalization of control advice.Finally, in view of the existing questions and underlying reasons in evaluating andtesting the control model, starting from the relevant persons,college administratorsand government three sides, putting forward the corresponding countermeasures on howto make dangerous chemicals control work in Colleges and Universities well fromself-management, Implement-management and be-management.
