In the21st century, China’s higher education industry has developed rapidly. But for the private colleges and universities, whether it is from their own development, or from the external environment, the challenges are greater than the opportunity. Private universities are at a very critical period of development. Reform is urgently needed. As a national education system reform college, Xi’an Eurasia University undertakes the pilot project of reforming private university internal management system. The core is to boost empowerment in human resource management and financial management for the dean of the school and teachers and then enhance the vitality of the school, meet the diverse needs of the quality, the content and features of education.Based on the theory of corporate governance, stakeholder theory, agency theory, stewardship theory and conglomerates control theory, using the methods of literature researching, case studying, interviewing and comparative approaching, drawing on the internal management of institutions of higher learning abroad reform research and corporate management and control model of advanced concepts, the article researched Xi’an Eurasia University’s internal management controls in-depth, analyzed the problems of management and control model, especially the power allocation problem between university and its colleges. What’s more, based on the guiding ideology of reforming, the article designed a new model of school management and control, which includes multidivisional structure flattening, corporate governance structure of the separation of powers, authorized human resource management and financial management mode, big department system reform of functional department. Last but not the least, the implementation of countermeasures of the new management and control model were proposed, and many ideas are presented in the paper. For example, decentralization is the inevitable trend of university management, authorizing personnel rights, financial power. Decision-making power is the key to improve the school activities, and establishing a sound corporate governance structure is the foundation for the reform of the internal management system of private universities. If the private colleges and universities want to improve their quality and efficiency, the methods of management of the enterprise should be applied.Based on the model case study of the internal management and control of Xi’an Eurasia University, the article has designed a new management and control model and the implementation of countermeasures, which may be beneficial to the management of construction and the sustainable development of Xi’an Eurasia University, and provides a reference for the internal management system reforming of the other private universities.
