Empirical Research Of Our Country Urban Basic Pension’s Diversified Indexing Adjustment Under The Aging Population

Men are the mainstay of social and economic development, the aging of thepopulation composition by age will has an effect on social, economic, political,cultural, environmental and other areas, the influence on old-age security system willbe great and far-reaching, it will affect all men’s fundamental interests and later partof life. The whole society should transform the partial and oversimplified awarenessof aging problem, we should square up to the aging problem at the height of country’slong-term peace and smooth long term development. In order to avoid the aging riskthat old-age security system are confronted, the government can take these measures:prolong the retiring age, reform the only child policy, draw the aging population intomoderate adjustment index of the urban public pension.Endowment insurance system is the indispensable content of social securitysystem. Adjustment index of the public pension can solve these problems effectively：the reducing of pension’s real purchasing caused by changed economic climate, thedamage of retirees’Economic interests and the financial crisis that pension system isfacing. According to the provisions of Chinese endowment insurance system at theplanned economy time, the retirees can get pensions on the basis of last year’s wagesbefore retirement and the length of working age. In the long term,this scheme canobviously not resist contamination of pension’s real purchasing by inflation and theaverage wage growth.In1991,the state of council ruled that reference to the salarygrowth of employees, basic annuities are adjusted. But this adjustment istemporary,each province has obvious difference between each other,not including theelement of aging of population.As a part of the reform of the basic pension,moderateadjustment index of the urban public pension will have deep effect on pension andeconomic development.Based on those realities,in accordance with project of the public pensionindexing reform in Germany and adjustment index of the public pension projected byHanwei,Mu huaizhong(2003),this paper embraces three elements(inflation, growthrate of the average wage, aging of population). There are two biggest bright spots inthis paper：first,at present,few literature about adjustment index of the public pensioninclude inflation, growth rate of the average wage, aging of population；second，in thispaper, there are different adjustment index for different groups of people.It fullyembodies the equitable principle of pension system reform. Through regression analysis，this paper worked out a scheme that differentadjustment index for different groups of people is obtained,combined with internalefficience and external efficience,then article research get a reform scheme ofmoderate adjustment index of the urban public pension,and it provides valuablereference for the later pension system reform.
