In December2008issued "on the implementation of compulsory education schoolperformance wage guidelines" pointed out that in order to ensure compulsory educationteachers’ average salary level is not lower than the local average wage level civil servants,since2009began to implement performance salary appraisal system, and that the "opinions"on the implementation makes how to implement performance management in the school andtalk about a hot topic in society.However, School is not the same as the enterprise, vocationaleducation is also not the same as the enterprise, so how to apply the enterprise performancemanagement, performance appraisal to the school that became a school administrators thinkand work on business.At present, due to the secondary vocational school students characteristics and schoolpurposes, determine any a secondary vocational school is the school moral education as apriority. The teacher in charge this team as a core strength of school moral education work, isa direct impact on school work smoothly or not. However due to the teacher in charge inschool students should not only for the daily management work, but also bear thecorresponding to the daily teaching. Therefore, the teacher in charge of the work task,responsibility, difficulty is big, it takes a lot of time and energy, therefore, how to use theknowledge of the performance appraisal to better the construction of teacher team, to arousethe enthusiasm of the teacher in charge work, initiative and creativity has become the primaryproblem in the work of the school moral education and the problems needed to resolve.NZ schools since2010began to try out the head teacher performance appraisal scheme,in general, the head teacher performance appraisal scheme and appraisal system played apositive role, but also can continue to improve and perfect place.This paper introduces the thesis research background, research significance, researchmethods and the main content. Secondly introduced the performance, the concept ofperformance management, performance appraisal, performance appraisal content, function,principle, program and construction of performance appraisal system. Then, from thesecondary vocational schools, the purpose of performance appraisal standards, principles andproblems in the four aspects analyzes the present situation of secondary vocational school performance appraisal. Is again, analyzes the present situation of NZ school teacherperformance appraisal and points out the existing problems. Then, according to existingproblems, and puts forward the revised plan, and estimate the expected effect. Finally, in thispaper, some results of research are summarized, at the same time rethinking know theproblems and deficiency, teacher team construction and performance appraisal to plan to makethe beneficial reference and suggestion.
