Belgium is a powerful nation in education. The development of civic education, especially primary and secondary public education is impressive. The development of civic education in primary and secondary schools in Belgium has gone through several stages,which has finally formed a civic education system with Belgian specialties. Educational effectiveness of its citizens under the international Association for the Evaluation of Education Achievement (IEA) and Eurydice (European Parliament Civic Education Organization) proceeds steadily.The article is divided into five parts:The first part is the introductive part, which the main topic of civic education in Belgium and the significance of the topic are introduced, and make some related key concepts clear.The second part, an overview of the period from the start of the Belgian civic education to development, improvement, and maturity.The third part clarifies that the curriculum of primary and secondary education is the most important carrier of citizens’education,and mainly analyzes the goals,contents,assessment,reform,teacher training,etc, and summarizes the current civic education problems exist in Belgium education.The fourth part will analyze from the factors which impact on civic education in Belgium. First of all, starting from the situation in Belgium, a special national condition determines a different civic education in Belgium. Secondly, from a. historical perspective, that is the influence of religion on civic education in Belgium Again, from the political system,the earlier constitutional monarchy in Belgium and then to a federal monarchy under the influence of civic education in primary and secondary schools in Belgium. Finally, from a diverse perspective," citizens of the world "," European citizens", immigrants, racial issues and other challenges to the Belgian civic education.The fifth part is the focus of this paper, through a detailed discussion of the previous sections, combined with the current situation of Chinese educational development, drawing on the successful experience of the civic education on primary in Belgium,and some proposals of Chinese civic education has been submitted.
