This paper introduces us the citizenship education in primary and secondary school of England. The author had done a lot of research on the meaning of citizenship, the history and the relationship between history and the nowadays of citizenship; It has also done a lot of research on the courses plan in primary and secondary school and the social capital. There are there topics in it.Firstly, it introduces what is the citizenship and citizenship education. How can we comprehend the meaning of them and how can we understand the relationship between them. From the studying and analyzing of it, we can get the conclusion that the evolution of them is promoted by the development of the society.Secondly, it researches on the development of citizenship education in primary and secondary school in England. It opens out the variety and the developing of the citizenship education in English primary and secondary school with the impact on religion and the pluralist. With the comparing with the impacts from churches, individuals, no-government organizations and states and give us a conclusion that we can't find one leader to guide the developing of citizenship education and the single leading model also can't be accepted by people. To perfect the citizenship education in primary and secondary school, we can only get the benefit from pluralists.Thirdly, it analyzes the actuality of English citizenship education and the effect caused in primary and secondary school. We can see the evaluating rules from it and rule the resource we can get with this rules. We can find these resources do not only include traditional resource such as religion and regality but also includes the new resource such social capitals. This paper does a lot researches in social capital. It finds that social capital has four factors such as oneness, nationality, globality and multiformity. These factors of social capital are all involved in the effect of citizenship education. We must find the relations of them and use them to get the right way to solve it.Finally, it brings some good ideas that we can refer from English citizenship education and some lessons we can avoid in our future. It can give us proposes in our ways to Harmonious Society.
