As the deepening of new curriculum reform, people begin to place more emphasis oneducation evaluation system. However, from the perspective of theory and practice, there arestill many problems and flaws in the education evaluation system in China. As a result, manyscholars begin to have their eyes fixed on some international evaluation programs in order toobtain some experiences which can then be used to guide China’s education evaluationsystem reform.As the world’s largest international education research program, Trends in InternationalMathematics and Science Study (TIMSS) has a global influence and is the research focus indifferent countries at one point. TIMSS is a international education evaluation research programlaunched by International Education Association (IEA). It will be held every four years andtargeted to students at the fourth and eighth grade. It has been nearly20years since “the FirstInternational Mathematics and Science study” in1995. The research data will be released to thepublic which has led to reflections on education in many countries and also stages a wave ofeducation reform. In the United States, TIMSS is regarded as s compass guiding the way ofeducation reform, through which we can see the authority of education evaluation system.By the literature research method, this essay analyzed and combed literatures related toTIMSS and the current research situation of junior physics items development. Based oncertain theories, such as constructive education theory, education objective classificationtheory, modern education evaluation concept and cognitive diagnosis theory, researchdirection was established.Through the introduction of test tools, test framework and physical items of TIMSS andgiven the fact of junior physics items development in China, the essay analyzed the itemdevelopment framework and physical items in TIMSS. Great emphasis was laid on theanalysis of two major types of items, namely the single-choice items and constructiveresponse items. Through this analysis, item features like structural composition, designingthoughts, designing principles etc. were found out. The essay also proposed four designingmeasures in accordance with China’s national conditions: first, reform evaluation conceptsand technologies; second, construct complete test framework; third, regulate the process ofitem development and item formulation; fourth, increase efforts in researching test scoringsystem. The four above measures were put forward in a good wish to provide a littleinspiration which may be helpful in developing junior physics items.
