Gender budget is an effective tool for budget elaboration and gender equality. The thesis is structured on an periodic analysis framework for budget cycle, combined with literature review, questionnaire survey and beneficiary analysis to analyze the process of inputs, activities, outputs and impacts, especially the outputs and impacts, and then promote policy suggestions. Farmer’s health care adds gender sensitiveness through woman’s health care, which fulfills the goal of preventing female diseases. One-child-lost victims put financial aids and national policy tilt as their needs and become nearly satisfied about the subsidies, while government should have put gender factors, family income and age into considerations. The motivation to participate in adult education is mainly to improve skills and meet actual demands and the goals have been achieved at some point. Actually, different majors had huge impacts on students’gender proportions. According to female beneficiaries, majors can be divided into male major, partial male major, general major, partial female major and female major. Considering effects, participatory gender budget will promote government departments to commit gender equality, help people understand better of gender budget, improve public awareness and gender mainstreaming. It can also raise gender sensitiveness of public budgets and improve woman’s political empowerment. Therefore, the government should strengthen pretraining before the meeting; Increase training for women and cultivate woman’s ability; Improve the gender sensitivity of public budget and policy; Build gendered statistics system and achieve gender budget cycle analysis.
