Chinese educational academic has established and developed from the late Qing dynasty to the Early Years of the People’s Republic of China, and achieved the transition on developing. In the process, the foreign pedagogy scholar plays an indispensable role. Among the foreign pedagogy scholar who employed to China, there are a lot of foreign scholars mainly Japanese pedagogy teacher in the late Qing dynasty, and American pedagogy scholar then, and Soviet pedagogy expert after the Early Years of the People’s Republic of China.As a powerful vector of spreading educational academic knowledge, those foreign who education subject teachers or consultants have played an important role in every critical point in the development of China’s educational academic. However, this also made Chinese educational academic to produce a psychological dependence and worship outside the mind, which wasn’t devoted to academic independence and localization of the development of education. There are few studies on the relationship between the foreign scholar and Chinese educational academic’s development. Therefore, this paper will try to discuss it, in order to enrich the Chinese history of educational academic.This first part will discuss the establishment of the Chinese educational academic with the teaching of Japanese pedagogy teacher at the late Qing dynasty. This paper will discuss the social condition of that time, the personnel situation, and the contribution on educational academic to describe how Japanese pedagogy teacher stimulate and promoted the born of China’s educational academic at the late Qing Dynasty.The second part will state the relationship between the American pedagogy scholar and the modern education’s development. It primarily analyzes the reason why pedagogical scholars from America to china, and what role they play in the development of academic, etc. It aims at telling the fact that their coming have promoted Chinese educational academic development.The third part if to expound the transition of Chinese educational academic and the Soviet pedagogy expert, Through study education activities a group of Soviet pedagogy expert who teaching, spreading the pedagogical ideas of Kairov,etc, to accelerate the change from American type to Soviet Union type.The forth part is conclusion, summing up the above parts, It makes a objective evaluation by means of the reflection of foreign educational scholars in china and the relationship of Chinese educational academic development and provides reference for modern educational academic exchange in China.
