Based on the new community center's construction of Jianye District, Nanjing, this article discusses the possible means to innovate the community work with the support of the new community center. The first part of this article explains the starting point, the reason to choose the subject and the research methods, and it clarifies the concepts and their relations in the article. With a general review of the community center' s history, and a brief illustration of the American community centers and the Singapore' s Neighbourhood Centres which directly hinted the Jianye District, the second part concludes the theme of the community centers theoretically. The third part of the article gives a deep description of the construction and management of Jianye District' s new community center. With the demonstrable research, it raises the analytic evidences of new community' s management and new community service, and the corresponding proposals. It also analyzes the basic value and generalization significance of the new community center in Jianye District. The forth part constructs a theoretical model to analyze the present "innovation" phenomenon in Chinese communities and it points out some deeper problems to be researched later on. The author thinks that the new community center concentrates the resources, the platform and the network as one. It shows and sparkplugs the concepts of equality, participation and cooperation. With the ultimate target of regional development ,with the construction of community center , and with the structure regulation, the community work model proposed by Jianye Government specifies the way to "community governance" and will become a possible method leading to a steady forward in the reform of political structure, and to the pattern of "small government, big society" .
