Today’s education advocates "people-oriented, all-round development", but with the increase of primary school English learning knowledge and ability request enhancement, proportion of poor student groups in the class is bigger and bigger, the problems exposed are more and more common. This paper focuses on the current education reality, I analyse the characteristics of poor student of English, performance, and the reasons, then I put forward the effective transformation strategies, respectively from the relationship between teachers and students, poor student self-confidence, stratified teaching and cooperative learning. Especially through the study of cooperative learning theory and principle, I put forward the reasonable effective strategy system. Cooperative learning is widely used in today’s world, and becomes a creative and effective classroom teaching organization form, which receives consistent recognition and attention. It has a mature theoretical basis and all kinds of enforceable strategies, which is an ideal method to transform poor English students of primary school.After reading and studying a large number of relevant literature, combined with the practice of their own background, and made a research of the students in the fifth elementary school in DongSheng District of Ordos City, I discuss four transformation strategies, especially concrete transformation points and methods of the cooperative learning, what I really want to do is to eliminate the poor student groups, enhance the students’ English learning ability and promote the balanced development of academic achievement as well as mental health under the help of the cooperation of schools, teachers and parents.
