As a man’s first living environment, family is the place that a man accept the“human” education.Family education and School education and Social education arec the three most important system of the education. They complement and tie up eachother. With the desire of the parents participating in education increasingly strong,home-school cooperation naturally becomes the inevitable trend in the big educationperspective. The construction of modern school system also requires the participationof parents, hankering for deeper home-school cooperation. So it requires the parent-school cooperative ties and bridges—the parents committee, a different fromtraditional pta group, constantly seeking its function, expanding its function, andtrying to keep the function working order. All this is for adapting to the demands ofthe new era. However, according to the existing research, there are obviousdeficiencies during the development of the parents committee. The parents still talkabout education in the layman’s perspective in many places, don’t talk to go up toparticipate in school’s education teaching and management decisions deeply.Therefore, it has very important theoretical and practical value that research thefunction of the parents committee’s in the construction of the Modern School System.The research is on the basis of widely reading literatures. Firstly, clarify theparents committee’s significance to the construction of the modern school system.Then seek reasonable theoretical explanation for the parents committee’s function. Onthe basic of the overlapping spheres of influence, this research makes the parentscommittee’s function as the ultimate foothold to make up interview outlines. I electedthree Elementary and Middle school in Changchun, and the main interviewers areschoolmasters, the Parents committee’s members and ordinary parents. According tothe results of interviews, I begin to explore the practical difficulties and reasons of theParents committee’s function during the process of operation. Then, we electedShungeng elementary school as the successful experience of the case, which is atJinan Shandong Province. Finally, to ensure the Parents committee’s functioneffective operation, we find out the basic strategy. Based on this research, we think that to promote the Parents committee keepeffective operation during the building of the Modern School System, we can do justas the following aspects: Firstly, strengthen scientific guidance to improve theunderstanding of the parents and schools. Secondly, improve the policies andregulations to perfect the rules and regulations of the Parents committee. Thirdly,strengthen management and build a good operating mechanism of the parentscommittee. Lastly, promote the fusion of all kinds of education resources.
