As the Japanese society has been affected by a traditional concept which is male aresuperior to female, female compliant character has been considered legitimately. It alsocauses that the social status of women is low. In the ancient, both public schools and privateschools recruit only male students. Female did not have any right to learn in schools, andthey can only receive family education.Only minority of royal household have chance to hired tutors to teach writing, poetry,music and dancing to women. After17th century, part of Jiang terakoya started to recruitfemale students.In1868, as Japan Meiji restoration happened, the female education has experience adramatic development. In1872, the female education got legal recognition in the“Educational System” which had been published by Meiji government. As thepopularization of women’s elementary education, the female secondary education had beendeveloping. Both of them are the firm foundations of development of women’s highereducation. At the end of19th century, as Female Normal School has been advanced to theposition of the higher Female Normal College of Tokyo, an array of specialized higherfemale college has been established. As the development of Japanese female education, alarge number of women’s school has been set up.The female colleges promoted the advancement of women to a certain extent. Howeverthe guidelines for university management and objective of talent training are achieved bycourses. Curriculum setting is not only the educational concept of a school, but also theintuitive reflect of education development, and even the bridge of talents training.Therefore, in this paper, the typical example of Ochanomizu University has been taken.The curriculum setting of Ochanomizu University which is famous public female universityin Japan has been researched. During the period of the Higher Normal Female College,Ochanomizu University followed the educational concept of “Japanese understanding wifeand loving mother” to cultivate the women who have noble sentiment and character, inorder to make these women have ability to be outstanding female teachers. So, their coursesare mainly focus on cultivating female moral characters and qualities. After changing thename of Higher Normal Female College to Ochanomizu University in1994, the trainingobjective had been changed to cultivate female leaders and its curriculum had also beenchanged as the development of social situation. Ochanomizu University is not only keeptheir traditional characteristic course like home economics, but also open a lot ofnon-traditional female courses. It means that It has already broken the traditional curriculum setting and closed to the comprehensive university. Meanwhile, connecting with time, asgiving the same studying rights to both male and female, the Japanese women have chanceto develop broadly and improve different kinds of abilities. The transform of femaleworkers to female leaders is the changing of training objective of Ochanomizu Universityand it is also a proof of women’s independence and rise in Japan and even in all over theworld.
