China's competition power in the 21st century largely depends upon its education; and its overall development relies on rural education, to which the key is reform. Despite the fact that China's rural education reform in the mid-late 1980s has achieved remarkable success, some deep-seated problems have emerged and put the reform into trouble, as the system reformation goes to depth. The hindrance at present and the pile of many historical problems, along with the great historic task entrusted by the times and the social background, China's rural education reform has come to a point where it is high time that it have profound reflections on and summarize experience and lessons from past reforms and have its feet firmly planted in practice, so as to realize its strategic breakthrough.The encountering predicaments in China's rural education result from many reasons. The macro-problems in rural areas have undoubtedly restricted the further development of education reform; the deep reason, however, is the divorce of the national education policy from the local education reality and the departure of local education policy from the national education policy, as can be seen in terms of education quality policy, education system policy, education outlay policy, and teacher policy.The fact that the 21st-century China is taking big strides on the wayof market economy and a country under the rule of law has not only made still greater demands on but also provided rare opportunities for the rural education reform. With the theory and practice of market economy and a country under the rule of law as its guiding principles, from a comprehensive perspective of pedagogy, economics, sociology, politics and the science of law, and through a case study of rural education in Hongjiang county of Hunan province, this thesis investigates the specific approaches to the strategic breakthrough in China's rural education reform in the new era, in terms of the practicality of the education quality policy, the pluralization of the education system policy, the realizing of rule law in the education outlay policy, and the marketization of the teacher policy.The maximal, general and sustainable exertion of the real function of education policy, which depends on the reestablishment of specific policy, requires particularly the coordination and cooperation of the implementation, evaluation and feedback of many systems. We take the adjustment of the local education policy as the practice basis, try to make the local education policy be in conformity to the national education policy, make China's rural education advance rapidly in the new century.
