With the improvement of the development level of society and the international competition becomes increasingly fierce, preschool education has become one of the focus on social issues in the world. In the whole education system, the healthy development of the preschool education is a matter of family and personal interests, and is closely related with the development of the country.At present China’s preschool education has been unable to meet the demand of the society, its development not balanced, hard enrollment, the cost is higher, the problem such as uneven cause dissatisfaction with the social and family, and triggered a series of education in preschool education and social conflicts, make pre-school education reform imperative. Preschool education reform need to fully consider the local actual situation, on the basis of the reform of public finance, gradually to establish the government as the leading factor, to strengthen the government responsibility, various social forces and the development of the reasonable share the cost of pre-school education mode, safeguard the public welfare of the preschool education. Based on the development of preschool education in Guangxi as the research object, trying to based on the theory of cost sharing theory, further deepening the reform of preschool education in Guangxi in practice and theory study and discussion.This article is divided into seven parts, the first chapter mainly through in difficult problems lead to the current situation of the preschool education development have not meet the need of society, so as to put forward questions, specific research theory significance and practical significance. The second chapter, the paper elaborates the core concepts involved, and through the form of a literature review on domestic and foreign research related to preschool education idea; The third chapter is mainly the content of the theory for paper making, including cost sharing theory, externality theory and public goods theory, and discusses the development of preschool education and related theory of contact and guidance; Problem of government responsibility in the fourth chapter of preschool education in Guangxi are introduced and discussed, respectively discusses the present condition of government responsibility, the rationality of the existence of problems; In the fifth chapter, according to the results of the questionnaire and interview to further confirm the problem in the preschool education in Guangxi, especially the problem of government responsibility; The sixth chapter is the introduction to the development of pre-school education abroad; Discussed based on the above six chapters, chapter7of the government responsibility in the development of preschool education of Guangxi gives policy recommendations, and put forward the pre-school education government, The government responsibility society, family data assume tripartite cooperation development.
