It seems common that many universities began to expand blindly, redundant construction, add professional and expand the teaching staff blindly since the college expansion of1999.They completely ignored the efficiency in the process of running. The center of higher education research released a report at the the end of2009,named "the performance evaluation of Chinese universities", which evaluated the69universities’performance. That is, the state become pay more and more attention to the evaluation of school-running benefits.The affiliated colleges of universities are choose as the research object in this paper. And then evaluate the school-running benefits of the affiliated colleges of universities. The status of universities’school-running benefits at home and broad, the connotation and the relevant evaluation methods of school-running benefits are analyzed in this paper.At the same time, analysis the advantages and disadvantages of the various evaluation methods, DEA is choose for the evaluate method of this paper. Refer to the related literature at home and abroad, and contact with the actual situation of affiliated colleges of universities, from the perspective of input-output of affiliated colleges of universities, use high frequency or suitable evaluation index which the author concern suitable, construct the evaluation system of school-running benefits which is conform to the education of affiliated colleges of universities. The input indicators mainly analyzed from the human resources, material resources, financial resources and the output indicators mainly analyzed from education achievement production, scientific research output, social service output. Use the CCR/BCC and Malmquist index model, analysis the12affiliated colleges of universities of input-output data for five consecutive years. Calculated the technical efficiency by the CCR model and calculated pure technical efficiency and scale efficiency by BBC model, and finally analysis the technical efficiency, technical progress and TFP growth by Malmquist index model. And the analysis the school-running benefits of the affiliated colleges of universities combined with the technical efficiency, pure technical efficiency, scale efficiency and TFP growth, and we find some problems in the process of the running, such as running scale, insufficient output and technical levels drop.
