Countries pay more and more attention to the role of innovation in the economic and social development because of the disadvantages in traditional economic growth mode since 2008 global financial crisis.Colleges is an important position of innovation,and knowledge service is the vital way of innovation of colleges.More than 30 years of reform and opening up,with China's social and economic development and the accumulation of material wealth,colleges have sufficient funds to carry out knowledge service.B ut,how the capital exploiting efficiency? For such a developing country like China,it is an important task of the current social and economic development conditions to focuse on knowledge service performance of college.Only in this way,can colleges achieve real innovation,thus providing high quality of the knowledge service.So,researching knowledge service performance of college has a certain theoretical and practical significance for the development of the society.Firstly,this paper discusses theoretical research and applied research of knowledge service at home and abroad,and reviews the relevant research briefly,builds an index system following the principle of comprehensiveness,operability,scientific and developmental.Next,it chooses the index system which includes science and technology funds dialed of government,science and technology funds dialed of enterprises and institutions,full-time equivalent staff of R&D,expenditures on science and technology project of the year,quantity of monograph,quantity of academic paper,actual income of technology transfer of the year,quantity of achievement at the national level,quantity of authorized patents and the number of master degree through the relevance,reliability,validity,and the suitability test.Last,it studies the comprehensive efficiency,technical efficiency,scale efficiency,technological progress index,and total factor productivity of knowledge service of college from static and dynamic by DEA.Some conclusions are drawn.Firstly,70 percent knowledge service of colleges comprehensive inefficiency,30 percent knowledge service of colleges technical efficiency and scale efficiency,42 percent knowledge service of colleges technical inefficiency and scale inefficiency,28 percent knowledge service of colleges technical efficiency and scale inefficiency.Secondly,based on the current output,70 colleges' actual input of knowledge service is more than the frontier goals,and the number of colleges is most that expenditures on science and technology project of the year is more thanaverage,accounting for 40 percent.Thirdly,based on the current input,70 comprehensive inefficiency of knowledge service colleges,the output of monograph of knowledge service in 45.71 percent colleges is insufficient,the output of academic paper of knowledge service in 14.29 percent colleges is insufficient,the output of actual income of technology transfer of the year of knowledge service in 65.71 percent colleges is insufficient,the output of achievement at the national level of knowledge service in20 percent colleges is insufficient,the output of authorized patents of knowledge service in55.71 percent colleges is insufficient,the output of master degree of knowledge service in38.57 percent colleges is insufficient,so the number of colleges is most that the output of actual income of technology transfer of the year of knowledge service is insufficient,next is authorized patents.Fourth,2009-2014 the average of total factor productivity,technological progress index,comprehensive efficiency,technical efficiency,scale efficiency of knowledge service is 0.967,0.954,1.015,1.008,1.006,and the growth rate is negative 3.3percent,negative4.6percent,positive 1.5 percent,positive 0.8 percent,positive 0.6 percent,respectively.Combining with the mean and average efficiency trends of knowledge service can be seen,it is technology factor that influences total factor productivity of knowledge service.Fifth,2009-2014 one hundred 211 colleges,the average of total factor productivity of knowledge service in 38 percent is greater than one,that is,only a minority of colleges' average overall efficiency have been increased in six years,other decreased,and nearly half of colleges' total factor productivity of knowledge service are less than mean.So,the overall productivity knowledge service of 211 colleges need to further improve.Last,based on knowledge service performance of college and development planning of college,it puts forward some advice about knowledge service activities in college.
