Study On The Financial Budget Management Of NH University

With the economic condition improving in market, educational reform deepening,and the scales and resources of schools expanding, the educational financing from thegovernment is getting harder and harder to match schools’ substantial needs, andunder such ever-growing conflict between this financing supports and requirements,the schools begin to vary the income methods, and to apply a method mainly based ongovernment financing, while with multi-methods of getting financing incomes, and atthe same time, the schools are in a harsh need to set up a financing system that couldfit the new circumstances. Budgeting is a key part of financing system, under the newcircumstance, budgeting is also showing its importance. The pre-analysis on thebudgetary revenues and expenditures, the results, and the related structure changes isquite important, and the schools need to emancipate the mind, and break through thetraditional managing mode, innovate and improve the management, make full use ofbudgeting function, improve the schools finance availability efficiency, and optimizethe allocation of resources.This thesis is divided into six parts altogether. The first part is introduction,introducing the background, significance, methods, innovation points and difficultiesof the study. Part two is an overview of theoretical part on budget management,mainly expounds the definition of financial budget, budget method and the applicationof financial budget management on foreign and domestic university. Part three mainlyintroduce the study object, it includes the current budget, financial managementsituation of NH university, made a detail elaboration on the mode of financial budgetmanagement of NH university. At the same time, analyzed the budgetary revenuesand expenditures of NH university in past two years. Through the way ofquestionnaire survey, it makes the problems in the financial budget management ofNH university more clear. Next comes chapter four, which on the basis of the above,deeply analyzed that problems existing in financial budget management of NHuniversity. Part five put forwards on solving solutions of problems existing onuniversity financial budget management mode, including combined strategicmanagement with financial budget management, performance management withfinancial budget management, and control the budget strictly. The last part is tosummarize the article, pointed out inadequate research and the direction of furtherresearch.
