Today, highly educated people is very important in national construction, Especially in graduate education. In China, The graduate student’s tuition system implement once-a-year for life for a long time.A policy which had set well once enrollment make the government supported student and commoner lack a sense of crisis and motivation to study. In order to eliminate the harmful effect, Ministry of Education implement new award policies in 2014, as a important Supplement be relative to fee system in graduate education system reform. The policy such as“Substituting tuition-free for fellowship”is aim at stimulate students motivation. Since the implement policy to formally in September,the most important academic scholarship has been happened.The policy in accordance with the procedures. This study will make an assessment for the new policy in Guangxi graduate study in its early stage, which will be conducive to improve the mode of policy building and execution, to find defects, to improve the operating mechanism and to improve the quality of graduate education.The study is divided into five parts, the first part introduce the research background and significance, research contents and determine a path through literature analysis. The second part introduces the concepts and institute of Administrative Management of policy evaluation theory,management theory of motivation theory.The third part analysis new policy contents,using the survey research adopts questionnaire investigation and interview investigation together, studies the new policy implementation details.It show that the new postgraduate studentship overall award by the students in Guangxi excecpt coverage too low.It still lack of motivation for the students to do research after the reform;the The fourth will analyze the reason of the inefficiency of reform, from aspects such as policy formulation, policy implementation, policy objectives and policy audiences,the fifth part give some advice from improving policy development, improve policy implementation and so on.
