The implementation of performance pay reform aimed at strengthening the incentive mechanism and improving the teachers’ working enthusiasm.Research on the implementation issues of performance salary reform has important significance to improve teachers’ work enthusiasm and improve the quality of compulsory education in school. Since 2009 the implementation of performance pay reform in compulsory education schools achieved certain results, but there are still shortcomings and imperfections, so how to improve the effects of the performance pay implementation is the key problem to be solved urgently.This paper first describes the background and significance of the research, and introduces the relevant policies and theories. It elaborates “the analysis of the status quo- reason analysis- countermeasure analysis", using the research method of combining interviews and a questionnaire. Some of the compulsory education schools in Xiangtan are selected as the research objects, besides interview and questionnaire are used to carry out research, data, charts and scales are different forms used to analysis the investigation results. On the basis of investigating the results, the main problems exsting in the implementation of performance reform are: inadequate preparation and implementation;the implementation process are insufficient; customer satisfaction is low. The fundamental cause of these problems are: policy propaganda does not reach the designated position; Lack of democratic when making the plan of merit pay; The performance evaluation index system is not scientific, The performance salary distribution scheme incline to adminstation rather than teaching. Fiscal funds problems made growth of performance wage limited.The author combines incentive theory and put forward specific countermeasures from three aspects, government, school and teacher: first, the government increase investment of compulsory education funds, increase the intensity of provincial finance; School increases government propaganda, perfecting the performance appraisal scheme, performance, salary appraisal system; teachers should set up correct concept of performance, dealing the relationship between competition and cooperation.
